Elena Rosario is a public health executive, operations strategist, and equity advocate with over twenty years of experience leading efforts in health systems, research organizations, and nonprofits. She currently serves as the Chief Operating Officer (COO) of Meridian Public Health Group, where she oversees initiatives across several states focused on community health, data-driven innovation, and equitable access to care. She is recognized for her practical leadership and dedication to public service, consistently turning strategic goals into measurable results.
Early Life and Education
She was born in 1978 in San Antonio, Texas, and grew up in a bilingual household where healthcare and education were central family values. Her mother worked as a nurse, and her father was a science teacher. This environment fostered an early understanding of community service and the importance of systems thinking in addressing health and social issues.
She attended Brown University and graduated in 2000 with a Bachelor of Science degree in Health and Human Biology. Her studies concentrated on urban health and disparities. While at Brown, she led a neighborhood wellness program in Providence and researched housing insecurity and maternal health, experiences that shaped her future focus on health equity.
In 2005, she earned her Master of Public Health (MPH) at Harvard T.H. Chan School of Public Health, specializing in Health Policy and Management. Her capstone project, which examined Medicaid reform, received recognition from Harvard’s Center for Health Policy Innovation, highlighting her growing expertise in health policy.
Career Path and Accomplishments
Her career began shortly after her undergraduate studies when she worked as a Health Policy Analyst for the Massachusetts Executive Office of Health and Human Services from 2000 to 2003. During this time, she supported Medicaid expansion efforts and helped design community health needs assessments. Her contributions supported pilot programs that expanded access to preventive care for low-income women throughout the state.
While pursuing her Master of Public Health (MPH), she gained global health experience as an intern with the World Health Organization (WHO) in Geneva. Her work contributed to revisions in maternal health frameworks for Latin America, broadening her perspective on health systems and policy beyond the United States.
After completing her graduate studies, she joined Boston Health Net as Director of Program Development. From 2005 to 2010, she launched mobile care units and mental health services for youth. Her promotion to Associate COO in 2008 saw her managing partnerships with Boston Medical Center and scaling integrated care models across 13 clinics.
In 2010, she took on the role of Vice President of Strategy and Operations at the Commonwealth Center for Public Health Innovation (CCPHI). Here, she led efforts to expand data-sharing projects, maternal health interventions, and opioid response strategies. Under her guidance, CCPHI secured multiple grants from the CDC and NIH and piloted predictive modeling tools for emergency systems.
Since 2017, she has been the COO of Meridian Public Health Group. In this role, she oversees a team of 300 staff across four states and manages programs, including epidemiology, workforce training, and digital systems integration. Her leadership has resulted in significant achievements, such as:
